More than a dozen Iranian tankers lie at anchor off Galle, metres outside Sri Lankan territorial waters, while 48 more sit in the transfer box east of Johore. Almost all are unladen, and oil held afloat has fallen from 192m barrels in mid-April to about 80m at the end of August.
