Eighteen maritime states have warned that the rulebook under global shipping is eroding

The Consultative Shipping Group, whose members carry more than a fifth of world trade by tonnage, described wars, chokepoint disruption, shadow fleets and discriminatory trade measures as a structural change rather than a bad run, and warned of a two-tier system, one governed by rules and the other by opacity, in the CSG's defence of free shipping.
