EU Mission Boards Tanker MV Sun in Sixth Shadow Fleet Interception

A boarding team from the European Union naval mission Operation Irini went on board the oil tanker MV Sun in the Mediterranean on Sunday 30 August, in a flag verification prompted by suspicion that the vessel was sailing under a false registration.

The interception was disclosed the following day by EU foreign policy chief Kaja Kallas, who described the tanker as the sixth shadow fleet vessel entered by EU operations in recent months. Neither the position of the boarding nor the vessel's subsequent movement was released, and the registry she was claiming was not named.

A false or lapsed registration is one of the more reliable markers of the dark fleet. A vessel whose flag state does not in fact carry her on its register is outside the inspection regime that flag administration is meant to provide, which in turn puts her insurance, her certification and her port state clearances in doubt.

Operation Irini was established with a different remit. Its mandate is the enforcement of the United Nations arms embargo on Libya, and its ships and aircraft board vessels suspected of carrying weapons into or out of the country. The mandate has been extended to 2027.

The mission's boarding powers have proved usable against a second category of traffic. Sanctioned crude moved by opaque owners under uncertain flags is a revenue line the European Union has said it intends to interrupt, and a flag inspection is one of the few tools available on the high seas that does not require the consent of the state whose flag is being claimed.

Six boardings in a few months is a marked change of pace for a mission whose interventions have historically been counted in single figures per year, and it places the Mediterranean alongside the Channel, the Gulf of Finland and the approaches to Ireland as water where a shadow fleet transit now carries a real prospect of being stopped.
