European Drought Cuts River Freight And Power Output Across Seven Countries

Water levels on Europe's two principal commercial rivers have fallen to record lows, with the Rhine dropping below twenty centimetres of navigable depth at a key reference point in early August and the Danube falling under ten centimetres at Budapest, driving up freight costs and forcing power plants in seven countries to reduce output. The disruption reaches well beyond shipping into industrial supply and electricity generation.

The mechanism on the rivers is loading rather than closure. A barge on a shallow river does not stop sailing; it loads less, sometimes far less, and the cost per tonne rises accordingly. Operators have continued to move cargo throughout, adjusting drafts and schedules, but a vessel carrying a third of its capacity requires three times as many voyages to shift the same volume, and the freight rate reflects that arithmetic.

Power generation is affected through two separate channels that are often confused. Thermal and nuclear plants draw river water for cooling, and when levels fall and temperatures rise they must reduce output or shut down to stay within discharge limits. Separately, coal-fired plants that receive fuel by barge face supply constraints when barges cannot load fully. Both effects have been visible this summer, and they compound each other.

Some figures circulating with this story require care. One widely quoted threshold puts the level at which traffic halts entirely at around forty centimetres, yet traffic has continued at a reported twenty centimetres or less, which indicates the threshold refers to a different measurement or a different stretch. River gauge readings are not depths; they are heights against a local datum, and comparing them across locations without adjustment produces nonsense.

The structural issue is that European industry built its logistics around rivers when rivers were reliable, and the chemical, steel and energy plants sited along them have limited alternatives. Rail and road capacity cannot absorb displaced volumes at comparable cost, and the assets are immovable. A summer of low water is manageable; a pattern of them is a question about where heavy industry can viably be located, and that question is now being asked more often than it used to be.
